# Steps:
01 - Combine whole milk and heavy cream in a small saucepan over medium heat and warm until steaming without boiling.
02 - Whisk in chopped bittersweet chocolate, cocoa powder, granulated sugar, and salt, stirring continuously until fully melted and smooth.
03 - Remove from heat and stir in vanilla extract, then keep the mixture warm.
04 - Melt unsalted butter in a microwave-safe bowl, add mini marshmallows, and microwave in 20-second intervals, stirring until completely melted.
05 - Mix in crisp rice cereal until evenly coated, press the mixture into a parchment-lined dish at approximately 1/2-inch thickness, let cool for 5 minutes, then cut into bars.
06 - Pour the hot chocolate into mugs and top each serving with a marshmallow bar, allowing it to float and soften slightly.
