01 - Whisk eggs, milk, salt, and pepper together in a mixing bowl.
02 - Heat 1 teaspoon butter or oil in a nonstick skillet over medium heat. Add hash browns and cook until golden and crispy, approximately 3 to 4 minutes per side. Remove and set aside.
03 - In the same skillet, pour in egg mixture and scramble until just set. Remove from heat.
04 - Heat tortillas for 10 seconds in the microwave or briefly in a dry skillet to soften and increase pliability.
05 - Place each warmed tortilla on a flat surface. Visualize it divided into four quadrants. Cut from the center to the edge closest to you.
06 - Spread scrambled eggs in the bottom left quadrant, add hash browns to the bottom right, place bacon or sausage (if using) in the top right, and sprinkle cheddar cheese in the top left. Spoon salsa over any filling as desired.
